Yes - for domestic calls, there is an 18 second minimum , for international calls, 30 seconds (calls to Mexico are billed in whole minutes).

If you desire a detail of calls to be mailed to you, there is a $1.00 fee added each time a bill is sent (this fee may be avoided by having your usage charged automatically to your credit card, and no statement being sent). Due to an October 9, 1997 FCC ruling, payphone owners can be compensated for all non-coin (tollfree) calls completed from their payphones, on a per-call basis.
